You don't need to build the villages and roads for the race, they do that themselves- is there anything else you wish to spend your power on?

A man was walking out by the sea on the rocky beach, muttering to himself.
"Buoyant... buoyant... moving...? No, no... Buoyant... Oversea... yes, yes..."
Dwarves passed him on the beach, giving him weird looks- some strange human, muttering to himself on the beach? Seemed wealthy, too. Who knows what they could be up to?
"Buoyant Oversea... Aquatic Transport! Perfect!" He exclaims suddenly
He starts to run, and runs until he reaches his destination- the location of the construction of the most brilliant thing ever!
His overseer walks over to him.
"The construction is going well, my lord. Tell me, do you have a name for this strange contraption?"
"Yes, and it is just as brilliant as my perfect invention."
"What is it, my lord?"
"It is a Buoyant Oversea Aquatic Transport! Or a B.O.A.T, for short.

"Very well, my lord."

I mean, if you wish. I would suggest making it rather localized as I doubt your civs would be very happy (or alive) if a huge, destructives storm with no uses arrived, especially since this world is very, very flat.
